Background Information

Authorities Monitoring Report

The Localism Bill removed the requirement for local planning authorities to formally submit an Authorities Monitoring Report to the Secretary of State. However, the Bill still requires LPAs to monitor the impacts of their land-use policies, and Erewash Borough Council is strongly committed to communicating the performance and achievements of its planning service with the local community and all users of the service. 

The added flexibility LPAs are now afforded through revised Regulations mean AMRs can now take on varying formats better shaped around local objectives and spatial priorities. 

The Borough Council produce AMRs which responds to a large number of locally-set policies  from the adopted Erewash Core Strategy. Understanding the effectiveness of these policies is essential to know whether progress is being made towards meeting strategic objectives concerning environmental, social and economic matters. 
Erewash’s latest Authorities Monitoring Report will be made available on this page. Its production provides the Council with an opportunity to consider the effectiveness of the monitoring framework underpinning each of the Core Strategy’s 20 policies. The release of a further AMR helps Officers to better understand the impact of its local and strategic policies.

Brownfield Land Register

The Borough Council is required to create and maintain a Brownfield Land Register. The Register identifies a number of eligible brownfield sites from around the Borough that the Council have recognised as being suitable to accommodate residential development. The Borough Council’s Brownfield Land Register, is a standardised data table, produced to comply with Government requirements over the type and format of information called for by Regulations.

Infrastructure Funding Statement

The Infrastructure Funding Statement is an annual report published by the Council to provide a summary of all financial and non-financial developer contributions relating to Section 106 agreements.
The IFS provides a report detailing S106 contributions and CSV files showing contributions agreed, received and allocated/spent.

Strategic Housing Land Availability Assessment

The Borough Council is required to maintain up-to-date information regarding the number and whereabouts of housing sites across Erewash. The revised National Planning Policy Framework encourages this to be achieved through the production of a Strategic Housing Land Availability Assessment (SHLAA).

A SHLAA represents one of the most important elements of a council’s housing evidence base. It plays a primary role in assessing whether sufficient land exists to meet a continuous five-year supply of deliverable housing land – a requirement of Paragraph 67(c) of the NPPF. 

Additionally, the SHLAA is also important in demonstrating whether sufficient land is in place to assist a council meet its longer-term growth requirements which are typically established through a Local Plan’s housing policies. The previous Erewash SHLAA was published in 2019, however work has been undertaken over the last two years which has culminated in the production of a 2022 SHLAA.

Given the period elapsing since the previous SHLAA’s publication, the 2022 SHLAA represents a step towards reinstating this exercise back to being undertaken on a more frequent basis. The 2022 SHLAA is more comprehensive than its predecessor; providing important information that informs the Erewash Core Strategy Review.
