Statement of Licensing Policy

A Statement of Licensing Policy is required under the the Licensing Act 2003 and the current policy was formally adopted by the council on 17 December 2020.

The Statement of Licensing Policy may also be viewed at the Town Halls at Long Eaton and Ilkeston.

The Licensing Act 2003 has established a single integrated scheme for licensing premises which are used for the retail or supply of alcohol, to provide regulated entertainment or to provide late night refreshment.

The Statement of Licensing Policy lays out the basis on which decisions will be made. This policy also sets the principles the licensing authority proposes to apply when exercising their functions under the Licensing Act 2003. Furthermore It must reflect the local balance between the commercial interests of the licensed trade and the communities they serve and affect.

This current Statement of Licensing Policy as adopted by the council is subject to review every five years under the Licensing Act 2003 as amended by the  Police and Social Responsibility Act 2011. 

We are consulting on the Draft Statement of Licensing Policy 2026 -2031.  The Licensing Act 2003 provides that the Statement is reviewed every 5-years, and the approved Statement must be published by 8 February 2026.

There are no significant changes to the policy, and all the amendments are either grammatical or for updating purposes only.

Any comments must be made by 3 November 2025.
