Supplementary Planning Documents

Planning Policy has produced a number of Supplementary Planning Documents that help expand or add clarity to our local plan policies. The Borough Council’s portfolio of SPDs takes a number of different formats; while the most commonplace are issue-based documents (of which several exist), others look at area-wide development potential, while others present masterplans to help address the challenges of complex sites.

SPDs are not subject to the same level of independent scrutiny through the examination process. Despite this, it is still vital to involve the community and all relevant stakeholders in their preparation. The content of SPDs is a material consideration in the determination of planning applications, which means the eleven adopted documents form an important part of the Council’s decision-making responsibilities when it assesses the suitability of proposed development.

Erewash Borough Adopted SPDs

Ilkeston Gateway

Erewash Borough Council adopted the Ilkeston Gateway SPD on 26 March 2015. The Ilkeston Gateway SPD looks to build on the opportunity presented by the new Ilkeston railway station and help support the delivery of a number of objectives. Most notably, they include promoting economic regeneration across the Gateway area while also improving sustainable access and connectivity to and from this part of Ilkeston. It does this by presenting a range of potential improvement schemes that will support enhanced access, better connectivity, and increased employment land opportunities. The SPD focuses on presenting the Borough Council’s vision for the area going forward into 2020. The SPD’s creation complements the policies of the Development Plan and will help secure stakeholder confidence in the Gateway area, leading to significant regeneration benefits. In addition, the SPD was subject to a full strategic environmental assessment screening process, which confirmed that the Borough Council did not need to produce an accompanying sustainability appraisal. Stanton Regeneration

The Stanton Regeneration Site SPD was adopted in 2017, which forms part of the Erewash Local Development Framework. The SPD was adopted following extensive public consultation in September and October 2016. The council has also developed a Sustainability Appraisal (SA) to guide the development of the SPD, based on baseline data. A set of Background Papers was produced to support the SPD's approach, including information on biodiversity, retail provision, development viability, and transport modelling. The SPD's content is now a material consideration in future planning applications.
