PPG17 Study (Green Space Assessment)

Planning Policy Guidance Note 17: Planning for open space, sports facilities and recreation

A good quality open space, in both urban and rural areas, offers numerous benefits to the community, making a profound contribution to the quality of life of communities.

Planning Policy Guidance Note 17 (PPG17) states that to ensure effective planning for open space, sport and recreation, it is essential that the needs of the local community are known.

PPG17 states that the following types of open space should be included in any study: 

  • Parks and public gardens
  • Playing spaces for children and teenagers
  • Outdoor and indoor sports facilities
  • Allotments 
  • Cemeteries and churchyards
  • Green Corridors (e.g. disused railway lines, river and canal banks, cycle paths and bridleways)
  • Local countryside
  • Grassed areas (e.g. landscaping within housing estates and village greens) 
  • Natural and wild areas
  • Open-air meeting places

The findings of the open space audit are based upon an extensive public consultation exercise and a visual inspection undertaken by RBA Research and Ashley Godfrey Associates.

The PPG17 report was taken to the Council's Executive meeting on 10 January 2007 where the findings of the public consultation were agreed, the report is available to the public at Council Offices and local libraries.

The standards contained within the draft PPG17 report were not considered at the Council Executive meeting and will be developed through the Green Space Strategy. Further public consultation on the standards will be carried out prior to their adoption.

We are now developing a Green Space Strategy. This document will set out our vision for the development of open space in the Borough and the methods needed to meet these goals.
